Description
The U.S. Army Corps of Engineers, Portland District, is seeking competitive bids for a firm-fixed-price contract to provide a pre-designed mechanical system for dislodging debris from the trashracks at the East Fish Ladder Auxiliary Water Supply Backup (AWSB) system intake. This system will eliminate the need for operations staff to shut down the AWSB system to clear accumulated debris. The scope of work includes pavement repairs and trenching for power and controls, installation of a trashrake system with a telescoping boom and rotating bristle brush mounted on the upstream forebay structure, and the construction of fixed and traveling operator/mechanic platforms. Electrical power and data conduits will be routed from the dam's service gallery to the AWSB intake. The equipment will be controlled via a vendor-supplied system, with status and differential alarm data monitored by the plant SCADA system. The estimated construction cost is between $1,000,000.00 and $5,000,000.00. The solicitation is anticipated to be posted on SAM.gov in late June/early July 2026, with an award expected in September 2026 and construction completion by the end of calendar year 2028. This requirement is a 100% Small Business Set-Aside, and the anticipated source selection process is Invitation for Bid. CMMC Level 2 (Self) is anticipated and will be required prior to award.
