RFB-COP-10-26-01 Sealed Bids for the construction of the "Filter Underdrain Replacement Project" will be received by the Board of Contract and Supply, c/o Purchasing Agent, 62 Civic Center Plaza, Poughkeepsie, NY 12601 until 2:30 p.m. local time on November 13, 2026 at which time the Bids received will be publicly opened and read. Sealed Bids must have outer envelope marked as "Proposal for RFB-COP-10-26-01, Filter Underdrain Replacement Project ? General Construction". The work consists of removal of existing granular activated carbon (GAC) and sand media, demolition of existing underdrains and appurtenances, demolition and abandonment of existing air scour piping, and the installation of new stainless steel underdrain lateral systems and appurtenances, modification and installation of new air scour piping, installation of new concrete filter modifications, and installation of new GAC and sand media as defined in the Contract Documents. Description
The City of Poughkeepsie is seeking bids for construction work to replace the filter underdrain systems in six filters. The work includes removing existing granular activated carbon (GAC) and sand media, demolishing existing underdrains and appurtenances, and removing or abandoning existing air-scour piping. The contractor will install new stainless steel underdrain lateral systems and appurtenances, modify and install air-scour piping, make concrete filter modifications, and install new GAC and sand media. Bids are on a lump-sum and unit-price basis. The project also includes related filter-system components and work described in the contract documents, including valve actuators, turbidimeters and controls. The solicitation requires a 20 percent certified M/WBE participation goal, American Iron and Steel compliance, prevailing-wage requirements, and apprenticeship documentation when the contract value exceeds $100,000. A 5 percent bid security is required; the successful bidder must provide performance and payment bonds for 100 percent of the contract value. Award is contingent on financing closure and receipt of funds from the New York State Environmental Facilities Corporation.
