Description
Navy Exchange Service Command is conducting sources-sought market research to obtain industry feedback for a planned design-build project replacing two aging traction-type passenger elevator systems serving Navy Lodge Buildings 1315 and 1316 at Commander Fleet Activities Yokosuka. The contemplated work includes engineering and design, site investigation, demolition and removal of existing elevator equipment, procurement and installation of new elevator systems, refurbishment of the existing elevator cabs, infrastructure modifications, emergency power/fire alarm/BMS integration, cab communication lines, testing, commissioning, inspections, and closeout documentation. The facility will remain occupied and operational during construction, requiring phased sequencing, guest and staff protection, outage coordination, and work-hour controls. The draft requirements anticipate completion within 440 calendar days from issuance of the Notice to Proceed and include applicable NAVFAC, UFC, ADA, ASME, NFPA, Japanese, and other governing requirements. Respondents are asked to identify missing or unclear scope elements, pricing and constructability concerns, site-investigation needs, equipment lead-time issues, and recommendations regarding testing, training, warranties, maintenance, and closeout.
