Description
The City of Milwaukee Police Department is seeking a qualified boat builder or manufacturer to produce and deliver one new, all-welded aluminum catamaran-style patrol and rescue vessel for operations in Milwaukee-area rivers and Lake Michigan. The vessel must be approximately 38 to 39 feet long, 13 to 14 feet wide, equipped with twin 480-horsepower marine diesel engines and twin water jets, and configured for law enforcement, patrol, search and rescue, emergency response, dive operations, towing, heavy-weather operations, and personnel transport. The vessel must be delivered fully equipped, commissioned, tested, and ready for service, with navigation, communications, safety, electrical, climate-control, rescue, and law-enforcement equipment meeting the stated specifications. The proposer must be the actual boat builder or manufacturer, have prior similar vessels in qualifying law-enforcement, rescue, fire, or military service, and provide at least three qualifying references, design plans, qualifications, maintenance information, manufacturing and delivery schedules, training for 13 boat captains, warranties, and a detailed cost proposal. The selected contractor must also support engineering and construction review conferences, wet trials, delivery, documentation, and two days of vessel training. Proposals are evaluated on compliance, references, technical response, cost, and optional bonus-point programs.
