Description
The Port of Houston Authority is soliciting a contractor for on-call annual pavement replacement and repair at the Barbours Cut and Bayport Container Terminals. The work includes removal and replacement of damaged or deteriorated asphalt and reinforced, roller-compacted, and high-early-strength concrete pavement; pavement joints; cement-stabilized sand and crushed-stone bases; lime- and cement-stabilized subgrades; geotextile layers; drainage layers; excavation and disposal; curbs, bollards, wheel stops, trench drains, storm drainage structures, and related miscellaneous repairs. Work may also include crane runway and turning-pad repairs, heavy-haul road repairs, asphalt milling and overlays, and railroad-adjacent construction. The contract is an on-call task-order arrangement with unit-price work and no guaranteed task-order volume. The initial contract term is one year, with an option for one additional one-year renewal term. Contractors must submit pricing for both terms, a Work Breakdown identifying proposed subcontractors and suppliers, a high-level Gantt-chart schedule, project experience and professional references, safety and environmental information, and required forms and questionnaires. A 5% bid/proposal security is required, and performance and payment bonds are required at 100% of the not-to-exceed contract price unless otherwise provided in the task order or special conditions. Contractors must perform at least 25% of the applicable field work with their own forces and comply with Port security, TWIC, safety, environmental, prevailing-wage, insurance, and small-business participation requirements.
