Description
The Department of Veterans Affairs seeks a certified service-disabled veteran-owned small business to provide Surgical Operational Efficiency Specialist services supporting minimally invasive surgical procedures and the reprocessing of related instruments. The contractor must provide labor, supervision, technical support, equipment organization, inventory optimization, repair coordination, preventive maintenance, minor repairs, loaner coordination, and access to applicable original equipment manufacturer parts and manuals. Services will support operating rooms, clinical areas, sterile processing, biomedical personnel, and other designated hospital departments, with an estimated workload of approximately 12,500 cases annually and approximately 640 labor hours per week. The scope includes on-site support during peak periods, 24/7 response with on-call night and weekend coverage, equipment and endoscope inspection and troubleshooting, staff training, certification support, and recurring monthly reports covering preventive maintenance, procedures, tray assembly, errors, room/instrument/video support, robotic instrument usage, flexible-scope usage and breakage, and cost-reduction opportunities. Direct patient contact, handling medications, advising on medical-device use during procedures, and initiating or validating sterilization are prohibited. The solicitation contemplates a firm-fixed-price contract with a one-year base period and two one-year option periods, beginning November 1, 2026.
