Fletcher Technical Community College Aviation Maintenance ? Hangar A & B Improvements ADVERTISEMENT FOR BIDS Sealed bids will be received for State of Louisiana by the Purchasing Department of Fletcher Technical Community College on behalf of Fletcher Technical Community College, 1407 Hwy 311, Schriever, LA,70395. The deadline for receipt of bids is 2:00 PM on October 20, 2026, at which time bids will be opened and read aloud in a public meeting room at Fletcher Technical Community College, 1407 Hwy 311, Schriever, LA 70395. ANY PERSON REQUIRING SPECIAL ACCOMMODATIONS SHALL NOTIFY FLETCHER TECHNICAL COMMUNITY COLLEGE OF THE TYPE(S) OF ACCOMMODATION REQUIRED NOT LESS THAN SEVEN (7) DAYS BEFORE THE BID OPENING. Plan holders are responsible for their own reproduction costs. Questions about this procedure shall be directed to the Designer at: Duplantis Design Group, PC 314 East Bayou Road Thibodaux, LA 70301 (985) 447-0090 taysenne@ddgpc.com All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project. The successful Bidder shall be required to furnish a Performance and Payment Bond written as described in the Instructions to Bidders included in the Bid Documents for this project. A MANDATORY PRE-BID CONFERENCE WILL BE HELD at 10:00 am on Thursday, October, 8th 2026 at 200 Aviation Road, Houma, LA 70363 Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for the classification of Building Construction. Bidder is required to comply with provisions and requirements of LA R.S. 38:2212(B)(5). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214. The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity. When this project is financed either partially or entirely with State Bonds or financed in whole or in part by federal or other funds which are not readily available at the time bids are received, the award of this Contract is contingent upon the granting of lines of credit, or the sale of bonds by the Bond Commission or the availability of federal or other funds. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed. Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act), Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements. Small businesses, minority businesses, women's business enterprises, veteran-owned businesses, labor surplus area firms and/or Section 3 businesses are encouraged to participate. Fletcher Technical Community College, through its Purchasing Department and on behalf of the State of Louisiana, is soliciting sealed bids for improvements to Aviation Maintenance Hangars A and B. Bids are limited to contractors licensed under Louisiana law in the Building Construction classification and must comply with applicable bidding, labor, nondiscrimination, Davis-Bacon, Section 3, and other legal requirements. Bids must include bid security equal to 5% of the base bid plus all alternates. The successful bidder must furnish performance and payment bonds and comply with applicable insurance requirements. Complete bid documents are available electronically without charge through Central Auction House. A mandatory pre-bid conference is required, and the successful bidder must have an active Unique Entity ID before award.
