Description
The City of Norfolk Department of Public Works is soliciting sealed bids for construction of the St. Paul's Blue-Greenway Stormwater Phase. The scope includes daylighting approximately 1,200 linear feet of existing box culvert; excavation; active-flow management; deep foundations; retaining structures; a pedestrian bridge; drainage work; erosion and sediment controls; demolition; pile installation; culverts and stormwater structures; and site restoration. The project is subject to Land and Water Conservation Fund requirements and Build America, Buy America Act requirements. Unless an approved waiver applies, iron, steel, manufactured products, and construction materials must be produced in the United States. The work must be substantially completed within 360 calendar days from the Notice to Proceed, with final completion required within 460 calendar days from the Notice to Proceed. A 5% bid guarantee is required, along with 100% performance and payment bonds upon award. Electronic submission is required through the City's procurement portal, and the original bid security must be mailed within two business days after the bid date.
