Description
The State seeks an independent evaluation of its interRAI Intellectual Disability and Child and Youth Mental Health–Developmental Disabilities assessments, including the adolescent supplement. The work covers assessment intake and administration, assessor training, scoring and algorithms, quality assurance, data use, Level of Care and Level of Need determinations, budget tiers, appeals and variances, and relevant practices in other jurisdictions. The consultant will analyze current and historical assessment data, engage staff and participants, and provide evidence-based recommendations, including implementation-ready specifications for any algorithms recommended for modification or replacement. Required deliverables are a project work plan and data request, a current-state and preliminary findings report, a data analysis and peer-state review report, algorithm and implementation recommendations, and a final evaluation report and presentation. The initial contract term is five months. Optional post-implementation support and consultation may be requested and priced separately.
