Description

The U.S. Navy intends to issue an unrestricted, approximately five-award Indefinite-Delivery, Indefinite-Quantity Multiple Award Construction Contract supporting the Shipyard Infrastructure Optimization Program and waterfront marine mega-construction projects. The contract will primarily support construction of a new Multi-Mission Dry Dock at Puget Sound Naval Shipyard and Intermediate Maintenance Facility at Naval Base Kitsap in Bremerton, Washington, with additional work at other Naval Facilities Engineering Systems Command Pacific locations. The anticipated acquisition will use single-phase design-build selection procedures and may include both design-build and design-bid-build task orders. The scope may include demolition, dredging, shoring and cutoff walls, double-wall cofferdams, excavation, dewatering, pressure-relief systems, dry-dock entrance and quay walls, caisson fabrication and installation, support buildings, electrical substations, utility tunnels, permanent utilities, roadways, rail and crane tracks, paving, fendering, process equipment, testing, and commissioning. Major task orders are expected to range from $2 billion to $6 billion, with smaller orders possible for Early Contractor Involvement and Alternative Technical Concepts. The anticipated contract has a five-year base period and one five-year option period, or ends when the aggregate maximum estimated value of $15 billion is reached, whichever occurs first. Each contract is anticipated to include a $1 million minimum guarantee. Offerors may need to demonstrate $1 billion in single-project and $3 billion in aggregate bonding capacity. Evaluation is anticipated to consider technical approach, construction and design experience, past performance, small-business utilization and participation, safety, Alternative Technical Concepts management, and price.
