Description
Stanislaus County is requesting professional consulting services for a comprehensive update of its Public Facilities Fee (PFF) and Regional Transportation Impact Fee (RTIF) programs. The selected consultant will perform existing-conditions and growth analyses, facility needs and cost assessments, capital improvement planning, nexus analyses, maximum-justified fee calculations, fee comparisons and benchmarking, and preparation of draft and final nexus studies and fee schedules. The scope also includes updating administrative guidelines, preparing Microsoft Excel-based financial models and supporting data, developing presentation materials, coordinating with County staff and stakeholders, supporting public and Board of Supervisors review and adoption, and providing optional post-adoption implementation assistance. Proposals must address qualifications, methodology, project management, references, financial viability, and pricing, and must meet the stated professional-services insurance requirements.
