Description
The National Institute of Standards and Technology Center for Neutron Research requires seven new, commercially available clamp-on ultrasonic flowmeters to replace failed units serving the primary and secondary cooling systems of a 20 MW test reactor. Each unit must measure 0–6,000 gallons per minute with a minimum 50:1 turndown ratio, achieve the specified accuracy levels, provide isolated 4–20 mA output and secure digital communications, support configuration and totalization, and operate without pipe penetration. The equipment must accommodate specified aluminum and steel cooling pipes and use either 120 VAC or 24 VDC power, with 120 VAC preferred. The contractor must procure, supply, and deliver the flowmeters and all materials needed for initial installation, interface cables, manufacturer documentation, installation, operation, and maintenance manuals, calibration work instructions, and IEC 61326-1 certificates of conformance. PC-based data logging is optional rather than required, and software is not required for meter configuration. Amendment 1 clarifies that the primary loop contains purified heavy water and the secondary loop contains water with minimal solids and insignificant algae; process temperature will not exceed 114°F and pressure will not exceed 10 psia. Installation, on-site configuration, and site acceptance testing are not required. Equipment must be new, non-custom, shipped in original manufacturer packaging, delivered within four months after receipt of order, and covered by a manufacturer warranty.
