Description
Hydro-Quebec is soliciting proposals from qualified contractors for specialized civil construction work involving underground utility conduits and structures. The scope includes providing the labor, equipment, and materials required to construct approximately 620 meters of underground structures, excavate and install three new underground structures, coordinate with Hydro-Quebec's prefabricated concrete structure supplier, and provide lifting equipment and related work for delivery and placement of an underground chamber. Only contractors qualified by Hydro-Quebec for underground network construction and distribution work at 25 kV or less may submit proposals. The solicitation requires applicable construction licenses and registrations, a valid occupational health and safety evaluation with a score of at least 70%, ISO 9001 certification, conflict-of-interest and solemn declarations, and an execution schedule. A mandatory site visit must be completed independently before submission. The solicitation also states that performance and payment guarantees are to be provided at award, and that the contract has a selectable duration of 6, 12, 18, 24, 36, or 48 months.
