Description
The Connecticut Green Bank seeks a consulting firm or team to update its Evaluation Framework to reflect its current goals, programs, and environmental infrastructure sectors. Work includes reviewing existing framework and reporting materials; updating the Financing Market Transformation Strategy and portfolio- and program-level logic models; assessing and recommending indicators, KPIs, data sources, collection protocols, baselines, and targets; and testing the framework on two selected programs, including at least one financing program paired with an incentive program. The consultant will also recommend improvements to public reporting and deliver a final framework and handoff. The project is to be completed within three months of execution of the Professional Services Agreement. Proposals must include an executive summary, technical approach and work plan, staff qualifications, relevant prior work examples, and a cost proposal. Proposals are limited to 20 pages, excluding resumes, work samples, and required forms. All proposal content other than any confidential material must be submitted as one complete PDF; confidential material must be submitted separately as a PDF, labeled and marked confidential. The solicitation also includes a sample Professional Services Agreement and a campaign contribution certification form that must be submitted with the proposal.
