Description
The Maryland Environmental Service is soliciting competitive sealed bids for installation of chain-link fencing to secure access to the abandoned Artmor Plastics industrial building. The project includes approximately 2,420 linear feet of eight-foot galvanized chain-link fencing and two 20-foot-wide double-swing gates, with the contractor furnishing labor, materials, equipment, gates, hardware, and minimally invasive anchoring systems. Work must accommodate steep slopes, limited access, environmental restrictions, and approved staging areas, include site cleanup, and avoid entering abandoned structures or disturbing hazardous materials or protected habitat. The procurement is designated as a Small Business Reserve procurement and requires current small-business certification through the Governor's Office of Small, Minority & Women Business Affairs. It also establishes a 10% MBE subcontract participation goal, correcting the previously stated 5% goal. The successful contractor must complete the work within 30 consecutive calendar days after written notice to proceed; liquidated damages are $1,750 per calendar day for late completion. The award basis is the lowest evaluated responsive bid price.
