Description
The U.S. Army requires replacement and installation of a standalone CCTV system at the Fort Meade Army Forensic Toxicology Drug Testing Laboratory. The contractor must remove the existing analog cameras and coaxial cabling and furnish and install 55 new digital cameras—54 interior cameras and one exterior camera—along with new Category 6 cabling, PoE switches, racks, patch panels, cable-management equipment, related infrastructure, and per-camera licenses compatible with the existing exacqVision system. The cameras must meet specified performance requirements, including a minimum 1080p resolution, H.265/HEVC encoding, 15 frames per second, fixed lenses, dome enclosures, motion detection, and wide-dynamic-range capability. The exterior camera must be rated IP68 or higher. The contractor must be an authorized OEM dealer, distributor, or reseller for the proposed equipment and comply with applicable Buy American and Section 889 requirements. The scope includes testing and verification, cable-certification reports, as-built drawings and camera-location/addressing information, end-user training, quality-control planning, firestopping, removal or turnover of existing equipment as directed, and coordination of access and phased cutover within the laboratory. The technical proposal must include a detailed equipment list and a technical narrative limited to five pages; a signed SF 1449, applicable representations and certifications, and any signed amendments must also be submitted. The requirement is a one-time installation with delivery and installation proposed within 30 to 90 calendar days after the initial order.
