Description
Western Reserve Transit Authority is soliciting qualifications from firms to provide owner's representative services for planning, design, construction, and closeout of multiple capital improvement projects. Anticipated work includes an administrative and maintenance building expansion and renovation, warehouse and site improvements, demolition and construction of a new downtown transit center, and other task-order projects subject to funding availability. The selected consultant will provide project planning, constructability and design review, cost estimating, schedule and budget monitoring, permitting assistance, construction administration oversight, field inspections, contractor coordination, pay-application and change-order review, safety advocacy, documentation management, claims and dispute support, materials testing and Buy America compliance, and project closeout. The engagement is expected to support projects over approximately five years, with the initial building project estimated to require 18–24 months of construction. The firm must provide qualified owner's representative/advisor, construction inspector, and cost-estimating personnel, and must demonstrate experience with transit agencies, publicly funded projects, Federal Transit Administration requirements, grant compliance, and comparable past performance. The owner's representative may not bid on or perform the actual construction work.
