Description
The U.S. Department of Agriculture requires a contractor to collect and deliver high-quality household consumer food purchase panel data supporting economic and policy research. The data must include nationally representative household and grocery-sector purchase information, including purchase baskets, timing, retailers, prices, item identifiers such as GTINs or UPCs, payment methods including SNAP and WIC EBT, product taxonomy, and household economic, demographic, benefit-use, and residential-location characteristics. The contractor must also provide the same data for all available respondents to support state-level analyses, with an optional task covering baby and limited-service restaurant purchases. The contract includes initial historical data covering 2019 through September 30, 2026, followed by quarterly and then biannual data updates through June 30, 2031. Deliverables include cleaned data, sampling and weighting documentation, data dictionaries, data-quality information, technical assistance by email or teleconference, and support for USDA review of research outputs and new projects. The anticipated structure is one one-year base period plus four one-year option periods, with award based primarily on technical capability, delivery approach, price reasonableness, and acceptable or neutral past performance.
