Description
The City of Clemson is soliciting sealed proposals from qualified consulting firms to develop a comprehensive city-wide Stormwater Master Plan. The scope includes identifying flooding issues; assessing and field-verifying publicly owned stormwater infrastructure; capturing attributes and invert and top-of-grate or manhole elevations; conducting CCTV inspections of eligible pipe sections; developing hydrologic and hydraulic models; evaluating the stormwater management program; and recommending improvements to mitigate future flood-related damage. Field verification is expected to cover approximately 19 miles of pipe, 1,300 pipes, 1,400 inlets, and 150 other network structures, with expected accuracy of plus or minus 0.50 feet horizontally and 0.25 feet vertically. Deliverables include a comprehensive Stormwater Master Plan, a 10- to 15-year Capital Improvement Plan with cost estimates, a Stormwater Program, updated stormwater utility fee analysis and structure, and an analysis and recommendation for a stormwater impact fee, including legal feasibility and funding methodology. The consultant team is expected to provide outside legal counsel for the impact-fee task, include at least three public meetings, and provide all labor, materials, equipment, and supervision. The City has no target budget, does not require a particular modeling software, and will host the GIS data and resulting interactive mapping. PACP certification is required by the start of system inspections but not at proposal submission.
