Description
The United Nations Development Programme is seeking an individual consultant to lead the drafting of a coherent, risk-based, and EU-aligned Moldovan legislative package governing the management and safety of dams, flood-protection dikes, and related hydro-technical infrastructure. The work includes drafting the law in Romanian, an informative note, a table of concordance with relevant European Union legislation, an outline of secondary normative acts, objections-summary tables, and inputs to an implementation roadmap. The assignment includes inception and gap-assessment support, preparation of the complete draft legislative package, analysis of inter-institutional and public consultation comments, revision of the draft, and finalization for submission to the Ministry of Environment. The contract is an individual contract running from November 2026 through October 2027, with up to 30 working days of effort and four deliverables. Applicants must be Moldovan citizens with a university degree in law, environmental law, public administration, or a related field, and at least seven years of relevant experience in legal and regulatory reform and drafting legal acts.
