Description
JEA is soliciting construction services to replace approximately 1,200 feet of 69 kV underground cable originating from the Dillion Substation. The work includes open-cut, concrete-encased duct bank installation; HDD duct bank installation; pulling and installing 69 kV EPR cable; modifying an overhead transmission riser pole and substation termination structures; removing existing direct-buried cable; site restoration; maintenance of traffic; permitting; and related activities. The response must include the required qualification and pricing forms, subcontractor information, project narrative, work plan and resource availability, three similar-project experience references, a preliminary project schedule, and applicable JSEB participation information. A bid security equal to five percent of the total response amount is required at or before response opening. Payment and performance bonds are required after award, before issuance of a purchase order, and are therefore not submission-time requirements. The work schedule identifies a December 14, 2027 start date and a desired April 12, 2028 substantial completion date, with anticipated outages from February 1 through April 12, 2028.
