Description

The U.S. Department of State, through the U.S. Embassy Hanoi and Bureau of East Asian and Pacific Affairs, is seeking one eligible nonprofit or nongovernmental organization for a five-year cooperative agreement to improve the quality of life of persons with disabilities. The program will serve primarily persons with severe physical, mobility, cognitive, or developmental disabilities, with priority for individuals in areas heavily affected by Agent Orange/dioxin exposure, persons affected by unexploded ordnance accidents, and children with identified disabilities. The selected recipient will provide or coordinate comprehensive medical, rehabilitation, home-care, assistive-device, psychological, social, livelihood, accessibility, legal-assistance, and social-participation services. The program also includes baseline assessments, case management, rehabilitation-unit development, workforce and caregiver training, policy implementation, public-awareness activities, organizational capacity building, monitoring and evaluation, transition planning, and coordination with Vietnamese government counterparts and other partners. The program targets direct support for 10,000 persons with disabilities and training for hundreds of health, rehabilitation, and social-service personnel. Applications must include a technical proposal, management plan, budget materials, required federal forms, and specified supporting attachments.
