Description
The City of Stillwater and Stillwater Utilities Authority are seeking a contractor for roadway reconstruction, water utility replacement, and streetscaping improvements. The base bid includes excavation, erosion and sediment control, pavement and concrete work, curbs, sidewalks, drainage structures, traffic signage and striping, water mains and service connections, valves and hydrants, meter relocation, landscaping, irrigation, site furnishings, decorative lighting, electrical work, and demolition. Additive or deductive alternatives cover asphalt pavement, decorative concrete unit pavers, bike racks and litter receptacles, and additional pedestrian lighting. The bid package requires electronic submission through the City's bidding portal, including a detailed bid form, 5% bid security, business relationship affidavit, non-collusion affidavit, certificate of nondiscrimination, firearm entity non-discrimination affidavit, and contractor qualifications statement. The contractor must self-perform at least 51% of the overall project by cost and provide at least three relevant multidisciplinary projects from the last 10 years. Performance, maintenance, and statutory bonds, along with certificates of insurance, are required from the successful bidder at contract signing.
