Description
The Kansas City Board of Public Utilities seeks proposals for cost-of-service and rate-design studies for its electric and water utilities, with separate contracts planned for each utility. The work includes reviewing and modernizing financial policies, developing test-year revenue requirements, conducting unbundled cost-of-service studies, and recommending equitable rate structures that recover utility costs without cross-subsidizing customer classes. The electric study must also evaluate existing rate riders and develop a distinct rate class for large-load customers, including protections against shifting interconnection costs and stranded-asset risks. The consultant will provide rate-impact and peer-benchmark analyses, a final report and presentation, and an updateable financial model with documentation and training. Proposals must include pricing, relevant experience and references, subconsultant information, and responses to the provided exhibits. The consultant may also be asked to support rate hearings and provide testimony; pricing for those activities is requested.
