Description
The Board of Regents of the University of Oklahoma is seeking multiple suppliers to provide as-needed, university-wide digital accessibility remediation services for PDF, Microsoft Word, PowerPoint, Excel, scanned, legacy, native, and interactive documents. Services may include correcting document structure, reading order, headings, lists, tables, hyperlinks, metadata, alternative text, bookmarks, form fields, color contrast, OCR, signatures, charts, graphics, STEM content, maps, and other complex content while preserving the original meaning, formatting, layout, and branding. Deliverables must comply primarily with WCAG 2.1 Level AA, PDF/UA, Section 508 where applicable, and University requirements. Suppliers must provide qualified personnel, software, equipment, project management, quality assurance, human validation, manual and automated testing, keyboard-only and assistive-technology testing, validation reports, and correction of deficiencies. The solicitation anticipates large-volume and concurrent projects, including an estimated 400,000 PDFs, 160,000 Word documents, 110,000 PowerPoint presentations, and 15,000 Excel files, although these quantities are not guaranteed. Personnel must collectively possess Accessible Document Specialist and DHS Trusted Tester certifications. Subcontractors are permitted subject to the stated requirements and University approval.
