The National Institute of Standards and Technology (NIST), U.S. Department of Commerce, is considering granting an exclusive patent license to Julia Jean LLC, of Columbia Falls, Montana. This license pertains to NIST's interest in inventions related to cold cathode electron field emitters based on silicon carbide structures. The inventions are embodied in several U.S. patents and patent applications, including U.S. Provisional Patent Application Serial No. 61/589,954, U.S. Patent No. 8,907,553 B2, U.S. Patent No. 9,324,534 B2, and U.S. Patent No. 9,558,907 B2. The prospective exclusive license may cover a worldwide territory and is intended for the "Research, Development, Manufacturing, and Commercialization of the Licensed Patent Rights for the creation of Licensed Products." This is a royalty-bearing license and will adhere to the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7. NIST will grant the license unless written evidence and argument are received within fifteen (15) days of this notice, demonstrating that the grant would be inconsistent with these requirements.
