Description
The City of Tulsa is soliciting professional insurance brokerage services for its self-funded municipal operations. The selected broker will access insurance markets, design coverage, prepare underwriting submissions, obtain and negotiate quotes, recommend placements, and provide administrative support for the City's insurance program. Current coverage lines include commercial property, aviation, commercial general liability, commercial excess liability, governmental crime, and equipment breakdown; physician's liability, public official bonds, and certain employee health coverages may also be purchased. Workers' compensation and employee benefit/health insurance are excluded from the base broker services. The scope also includes claims and litigation support, contractor insurance review, risk identification and measurement, loss prevention strategies, renewal management, policy and invoice review, coverage interpretation, and periodic meetings with City staff. Optional market exploration and analysis may include cyber liability, excess workers' compensation, and public art coverage. Respondents must provide qualifications, financial stability evidence, an Oklahoma broker license number, relevant municipal or similar-entity experience, at least three comparable project descriptions with references, a claims advocacy approach, and pricing using the provided Price Sheet Summary. Base services are priced as one annual fixed fee, with hourly and flat-rate pricing for other services such as loss-control site visits and employee training.
