Description
The Antelope Valley Transit Authority is seeking a qualified contractor to operate local and commuter fixed-route transit, ADA complementary paratransit, and non-emergency medical transportation services, while maintaining AVTA's revenue vehicles, support vehicles, facility equipment, charging systems, and related technology. The scope includes executive and administrative management; recruiting, staffing, training, dispatching, scheduling, customer service, safety and emergency programs; vehicle and equipment maintenance; facility cleaning; reporting; fare collection support; and transition/start-up activities. Microtransit is excluded. AVTA is requesting separate pricing for combined operations and maintenance services and for operations-only services. The contract is structured as a five-year base term with two one-year options, for a possible seven-year term, commencing July 1, 2027. The solicitation requires a proposal bond or certified check of $25,000, evidence of performance-bond and insurance capacity, and extensive technical, qualifications, pricing, certification, reference, staffing, training, maintenance, safety, and transition materials. The procurement is federally assisted and subject to applicable Federal Transit Administration requirements, including DBE requirements under 49 CFR Part 26; no numerical DBE participation goal or good-faith-efforts documentation is required unless later stated by amendment.
