Description
Clemson University seeks a managed, secure research environment and associated cybersecurity and compliance services capable of supporting federally sponsored research involving Controlled Unclassified Information, Controlled Technical Information, export-controlled information subject to the ITAR or EAR, and other restricted research information. The integrated capability must include secure enclave operations, technical administration, cybersecurity monitoring and response, compliance/GRC support, assessment readiness, user support, secure Windows and Linux virtual workspaces, Microsoft 365 GCC High collaboration, identity and access management, and secure working storage. The initial research scope includes autonomy, robotics, AI/ML, digital engineering, hypersonics, advanced materials and thermal protection, lasers, and directed energy. Clemson may select either a wholly new Phase 1A enclave or a Phase 1B takeover of the existing Clemson Granite environment; offerors may propose either or both alternatives, separately priced. Phase 1 must be independently usable and achieve Final Level 2 C3PAO certification and Clemson affirmation, including Linux capability. Optional Phase 2 covers integration of Clemson-owned on-premises HPC clusters and large-scale storage, with separate pricing also required for certain ongoing on-premises administration. The solicitation requires a technical proposal, separate financial proposal, completed Assessment Objective Responsibility Matrix, Clemson-specific architecture and data-flow diagrams, an implementation schedule, and at least three comparable customer references.
