Description
Rockland County is seeking one or more existing OMH-licensed MHOTRS clinics to establish and operate a clinic-based program serving children ages 0–6 and their caregivers. Required services include diagnostic evaluations, including provisional autism diagnoses; Child-Centered Play Therapy; at least one additional evidence-based early childhood therapy; group parent training using The Incredible Years; Parent-Child Interaction Therapy; and at least one additional individualized parent-training model, such as Triple P or the Kazdin Method. Applicants must provide trained and certified clinicians, DC:0–5 diagnostic training, ongoing supervision and consultation, culturally responsive care, collaboration with pediatric, educational, and social-service systems, and a child-friendly waiting or playroom. Psychiatric evaluations and medication management capability are preferred. The contract is for one year with four one-year renewal options. Compensation includes a $350 monthly case rate for eligible children receiving at least two qualifying clinical services per month and a $125 rate per qualifying parent-training group, subject to the stated attendance requirements. Proposals must include a five-page maximum narrative, a separate budget proposal and budget narrative, a detailed technical proposal, past and present performance information, federal contract clauses, and the required disclosures, representations, and certifications. Submissions must be uploaded through the public procurement portal as separate files; cost information must not be included in the technical proposal.
