Description
Baltimore County seeks a qualified traffic engineering consultant to conduct Road Safety Audits at 16 identified roadway corridors. Work includes project management and kickoff, review of traffic, crash, roadway geometry, lane configuration, and pedestrian-accessibility data, consultant-led working sessions, and field visits with County staff. The consultant must prepare meeting materials, sign-in sheets, minutes, location-specific RSA reports recommending FHWA-proven safety countermeasures, and a final report documenting the background data, meetings, and recommendations. The contract is a three-year, hourly engagement with total compensation not to exceed $4,435,000. Proposals must include a technical response and a separately submitted price proposal with staff-hour estimates, rates, task-level costs, and a detailed cost breakdown. The proposal requirements include a cover letter, project team qualifications and resumes, project management plan, detailed scope of work, relevant project examples, and required County forms. The County requires performance and payment bonds after award, each in the amount of the contract; these are not proposal-submission items.
