Description
The U.S. Department of State, through the U.S. Embassy in Libreville, Gabon, is soliciting quotations for preventive maintenance (PM) services for its Building Automation System (BAS). The contractor will perform semi-annual PM site visits to maintain the Johnson Controls Metasys BAS installed in multiple buildings at the embassy compound, including the Chancery, Office Annex, Warehouse, Utility Building, and Marine Security Guard Quarters. Services include checking network communications, confirming time schedules, investigating and troubleshooting issues, configuring trends and alarms, reviewing graphics, managing backups, and performing annual and five-year maintenance activities. The contractor must also provide up to 20 hours of remote support per year. The contract will be firm-fixed-price with a base year and four one-year option periods, plus an option to extend services for up to six months. The solicitation requires completion of a cybersecurity supply chain risk management questionnaire and, if applicable, a secure software development attestation form. Offerors must be registered in SAM and must comply with security clearance requirements for access to controlled areas.
