Description
The City of Midland is soliciting proposals for a concessionaire to provide and maintain a minimum of two commercial-grade, ADA-compliant ATMs at Midland International Air & Space Port. The selected contractor will furnish, install, own, operate, monitor, maintain, repair, replace, and support the equipment; provide cash replenishment and transaction processing; and respond to service interruptions within 24 hours. The ATMs must support major debit and credit card transactions and comply with applicable banking, PCI, cybersecurity, financial-security, airport, and accessibility requirements. Offerors must describe their ATM program, maintenance and cash-replenishment procedures, customer-service and security capabilities, reporting, and relevant experience. Proposals must include a compensation proposal, including any revenue-sharing, commission, minimum annual guarantee, fixed fee, or other methodology. The initial contract term is five years, with renewals at one-year intervals for a total term not exceeding seven years under the RFP; the attached contract draft provides for seven additional one-year renewals by mutual agreement. The solicitation is a re-bid and identifies Community National Bank as the current provider.
