Description

Charles County Government is soliciting a contractor for the complete construction, testing, commissioning, training, and turnover of a new VanGo Transit Operations and Maintenance Facility. The approximately 6.72-acre project includes an operations and maintenance building, bus parking and circulation for approximately 50 buses, VanGo Way and access-road improvements, bus wash and chassis wash facilities, fare-collection facilities, a fueling island with a pad-mounted fuel storage tank, trash enclosure, parking, utilities, grading, drainage, stormwater management, landscaping, pavement markings, signage, and related improvements. The adopted capital program identifies an approximately 180,000-square-foot program, including approximately 20,000 square feet of administration, operations, and maintenance service space and approximately 82,000 square feet of commuter-bus parking. The turnkey scope includes labor, supervision, project management, materials, equipment, temporary facilities, surveying, testing, inspections, permits assigned to the contractor, commissioning, training, warranties, closeout, and turnover. The project is funded in part with Federal Transit Administration and Maryland Transit Administration funds and includes Davis-Bacon prevailing-wage, Buy America/Build America Buy America, environmental, reporting, quality, and other federal, state, and transit-funding compliance requirements. The contractor must complete the work within 547 consecutive calendar days after the written Notice to Proceed. A 5 percent bid bond is required with the bid; performance and payment bonds, each equal to 100 percent of the contract value, are required at contract execution.
