Description
The United Nations Development Programme seeks a consulting firm, civil society organization, nongovernmental organization, or private-sector foundation to develop and localize citizen budget briefs for the Bangsamoro Autonomous Region in Muslim Mindanao. The work covers analysis and simplification of the 2027 General Appropriations Act of the Bangsamoro, the 2028 Bangsamoro Expenditure Program, and the 2028 General Appropriations Act; preparation of English master briefs; translation into Tagalog, Cebuano, and Maguindanaon; technical and language quality assurance; user testing; and production of print- and web-ready materials. The contractor must provide graphic design, data visualization, branding, infographics, social media and other dissemination assets, mass printing of 3,600 one-leaf briefs, reusable templates, editable source files, a multilingual glossary, a communication toolkit, dissemination support, knowledge transfer, and completion reporting. The assignment is home-based with required travel for in-person activities in Cotabato City and other locations within the Bangsamoro region. The stated maximum duration is 16 calendar months, with final completion no later than April 30, 2028; deliverables are scheduled from three to 74 weeks after contract signing.
