Description
The 72d Civil Engineer Directorate at Tinker Air Force Base, Oklahoma, is seeking capability statements for comprehensive engineering project management, execution, and technical support services. The objective is to manage the installation's built infrastructure portfolio. The anticipated contract structure is an IDIQ with Firm-Fixed Price (FFP) and FFP Level of Effort (LOE) CLINs to cover baseline, surge, and specialized workload. A key strategic goal is the support of the Government's long-term workforce and insourcing strategy, requiring knowledge transfer and transition of functions to Government performance. The scope includes baseline FFP-LOE work such as core program execution (project planning, requirements development, IGEs, solicitation support, construction management), execution support (IGI&S/GeoBase, engineering evaluations, excavation permits, warranty management, real property closeout), and operations engineering (asset management, BUILDER sustainment, lifecycle planning). The orderable IDIQ scope covers large project management, stand-alone requirements package development, special acquisition support, construction inspection augmentation, and external agency liaison. Key personnel requirements include licensed Professional Engineers (PE) or Registered Architects (RA) for Chief and Lead Engineers, PMP-certified Senior Project Managers with 7+ years of experience, and certified Lead Construction Inspectors. Strict adherence to data integrity and management within designated Government IT systems is paramount, with evaluations based on Quality Performance Indicators (QPIs) for schedule, cost estimating, cost control, and data accuracy.
