The U.S. Army Corps of Engineers, Louisville District, is planning a competitive construction acquisition for a consolidated Equipment Concentration Site complex at Fort Carson, Colorado, using Construction Manager at Risk under Other Transaction Authority. The project will be delivered in two phases: preconstruction services followed by construction under a firm-fixed-price agreement, with a Guaranteed Maximum Price for construction expected to be negotiated through a later bilateral modification. The approximately 48-acre complex will include a 39,313-square-foot secure general-purpose warehouse, a 26,217-square-foot vehicle maintenance shop with exhaust systems, cranes, hoists, and tool rooms, a 5,000-square-foot organizational storage building, and a reinforced concrete container storage area. Supporting work includes heavy-duty equipment parking and site work, security fencing and utility connections, two vehicle wash facilities with filtration and water recycling, a bi-level loading ramp, deep foundations and soil stabilization, fire detection and suppression systems, cybersecurity-compliant facility control systems, and compliance with applicable Unified Facilities Criteria, antiterrorism/force-protection standards, and sustainable design requirements. The current notice is for planning and industry feedback before release of the formal Request for Qualifications; the anticipated pre-award process includes qualification statements followed by pitch presentations for down-selected firms.
