The West Virginia Offices of the Insurance Commissioner seeks a qualified vendor to conduct a statutory financial examination of The Health Plan of West Virginia, Inc. and THP Insurance Company for the examination period January 1, 2023, through December 31, 2026. The work must follow West Virginia law and the NAIC Financial Condition Examiners Handbook and produce a formal report of examination, with a management letter if applicable, documenting findings, conclusions, and recommendations. The vendor must provide an Examiner-in-Charge with a Certified Financial Examiner designation and at least eight years of insurance company financial examination experience, along with qualified accounting/audit staff, an IT specialist, and an actuarial specialist. Work includes planning and budgeting, examination procedures and work papers, supervisory review, monthly status reports and meetings, and follow-up procedures. The bid must include a detailed work plan, relevant experience and references, proposed personnel and resumes, and a fee quotation covering financial, supervisory, IT, and actuarial services. The examination is anticipated to be conducted remotely.
