Description
The U.S. Army Corps of Engineers, Huntsville Center is requesting white papers for relocatable, factory-integrated, turnkey modular power generation and distribution solutions for approximately 10–12 sites across the United States. The solutions must provide diesel reciprocating-engine generation, switchgear and distribution, transformers, SCADA and separate utility monitoring, fuel and diesel exhaust fluid storage and distribution, grounding and protection systems, and related controls. Systems must support large transient loads, black-start operation, N+1 generator redundancy with an N+2 option, voltage and frequency stabilization, and operation in varied U.S. environments without immediately available commercial utilities. The scope includes design, manufacturing, procurement, transportation, shipping, delivery, installation, testing, commissioning, and turnover of complete systems. Optional requirements include redundant switchgear and distribution, load banks, initial fuel and DEF fills, and up to two years of operations and maintenance support. White papers are limited to seven pages, including a five-page technical solution and two pages for schedule and acronym glossary; Attachment 1, equipment cut sheets, and product data are excluded from that limit. Multiple prototype awards are anticipated, with estimated prototype values of $55 million to $100 million each and an estimated aggregate value of $1.2 billion. The prototype solutions must be fully operational and turned over no later than February 28, 2028.
