Description
The Upper Occoquan Service Authority is soliciting a contractor to construct Phase 2 Nitrogen Removal Plus Other Interim Process Improvements at the Millard H. Robbins, Jr. Regional Water Reclamation Plant. The work includes replacing screw pumps, upgrading return activated sludge pumps, improving selector-basin cyclone and settleability systems, replacing secondary clarifier mechanisms, replacing electrical equipment, replacing a primary sludge pump, and performing associated mechanical, electrical, instrumentation, structural, piping, HVAC, and site improvements. Bidders must demonstrate substantial wastewater and/or water treatment construction experience, including three qualifying projects within the last 10 years and specialized rehabilitation experience on an operating wastewater treatment facility. The bid package requires a completed and signed Bid Form with qualification information and appendices, acknowledgment of addenda, and bid security. The successful bidder must provide performance and payment bonds, insurance, and perform at least 30% of the non-equipment work with its own forces. Bids may be submitted electronically through eVA or physically in a sealed package; Addendum No. 1 changes the deadline to November 4, 2026, at 2:00 p.m.
