The University of Texas at El Paso (UTEP) is soliciting proposals for a Public-Private-Partnership (PPP) to establish and enhance the campus' cellular phone services infrastructure. This includes the expansion of underground conduits, the establishment of a neutral host Distributed Antenna System (DAS) for athletic and special events venues, and the installation of a Small Cell Antenna (SCA) system around the main campus. The selected vendor will be responsible for funding, designing, installing, implementing, operating, and maintaining these systems to support multiple cellular carriers and provide enhanced coverage. UTEP, a top-tier public research university, is experiencing diminished cellular service due to increased utilization. This RFP aims to address these issues by identifying a neutral services provider to invest in the necessary infrastructure. The DAS is intended for the football stadium (52,000 capacity) and the special events center (10,000 capacity), while the SCA system will cover the main campus. Proposers may bid on all three services or any subset thereof.
