Description
The City of Monterey is seeking a qualified firm or individual to complete a governance and financial model analysis for a proposed fire and emergency medical services Joint Powers Authority on the Monterey Peninsula. The consultant will help evaluate governance options, including board composition, voting structures, administrative control, funding models, oversight mechanisms, and the potential for additional jurisdictions to join. The work must also address labor, human resources, legal, liability, pension, workers’ compensation, excess liability, and interagency coordination considerations; assess the cost savings or cost implications of forming the JPA; and recommend a fair and equitable direct-cash-fee funding model for member agencies. Proposals must describe the management team, methodology, qualifications, schedule, subconsultants, and at least three relevant client references with phone numbers, along with task-level costs and hours. The anticipated project start is November 16, 2026, with completion required by March 15, 2027. Draft reports are to be provided electronically, and final deliverables must include one unbound hard copy of each final document plus digital files; Microsoft Word and Excel formats are required at minimum unless otherwise approved. The proposer must also certify that the services and deliverables will be produced without artificial intelligence unless the City provides prior written consent.
