Legal Advertisement CITY OF BOTHELL REQUEST FOR PROPOSALS (RFP) ProjectNumber:EXEC#26-001 - Bothell Police Department Body-Worn Cameras, In-Car Cameras, Redaction Tools Optional Pre-Proposal Conference: Tuesday, September 29, 2026 Proposals Due: Friday, November 6, 2026, at 11:59 PM PT The City of Bothell invites qualified vendors to submit proposals for a comprehensive Police Body-Worn Camera Program Solution for the Bothell Police Department. The solicitation includes body-worn camera technology, digital evidence management capabilities, professional implementation services, training, ongoing support, video redaction, and in-car camera capabilities. Description
The City of Bothell is seeking proposals for a police video program for its Police Department. The procurement includes body-worn camera hardware and accessories; in-car camera hardware and accessories; cloud-based software, licensing, and storage; digital evidence management integrated with the City's existing environment; video redaction; and voice masking for audio redaction that complies with Washington State law. Vendors may propose a comprehensive solution or individual components, and the City may award one or more contracts. The scope also includes professional implementation, training, organizational readiness support, maintenance, technical support, and software updates. The solution should support automated detection and tracking of heads, faces, screens, license plates, and devices; bulk redaction processing; transcript-based audio redaction; written transcription at minimum, with audio translation preferred; and integration with Tyler New World or an equivalent automated method for identifying cases with associated digital evidence. The City expects implementation to begin in spring 2027. City personnel will install in-car video equipment when reasonably feasible, with the vendor providing installation instructions, documentation, and technician training; specialized installation requirements must be identified by the vendor.
