Description
Columbus Public Health seeks one or more providers to operate a safe syringe and harm reduction program for people who inject drugs and other individuals at high risk of infectious disease or overdose in Columbus and Worthington, Ohio. Required services include one-for-one syringe exchange; distribution of safe injection, smoking, and other harm reduction supplies; risk-reduction counseling and education; overdose prevention education; naloxone and fentanyl test-strip training; safe syringe disposal education; on-site HIV, hepatitis C, and sexually transmitted infection testing; alcohol and drug consultation or referrals; behavioral-health and medical-care referrals; and outreach to priority populations. The provider must serve at least 1,500 unique participants for several core services, provide on-site testing to at least 150 participants, maintain confidential participant and service data, and submit quarterly and annual reports. Proposals must include program and budget narratives, with a total project cost not exceeding $350,000. Narratives must use 12-point Arial font, 1.5 spacing, and numbered footers; specified page limits apply to the project summary, organizational experience and capacity, description of services, and quality assurance sections. The contract term begins January 1, 2027, and is funded through annual renewals potentially extending through December 31, 2029.
