Description
The Wyoming Department of Health, Behavioral Health Division, is seeking a contractor to evaluate the performance and outcomes of Wyoming's 988 crisis system. The scope includes operational audits of two contracted 988 crisis centers; identification of operational, clinical, and fiscal gaps; corrective action plans and policy recommendations; trauma-informed client satisfaction survey design and implementation; and analysis of service quality, counselor de-escalation, and continuity of care. The contractor must perform cross-system data linkage involving 988 contact records, State Vital Records, the National Violent Death Reporting System, emergency department visits, and hospital discharge data; analyze suicide, overdose, demographic, and geographic trends; support targeted public education campaigns; and provide technical assistance, data visualizations, evaluation narratives, and progress-report support for federal grant reporting. Deliverables also include annual and cumulative evaluation reports, training for agency and crisis-center staff, organized datasets, survey materials, and analysis methods. The estimated project resource need is $153,000, and the project period runs from September 30, 2026, through September 29, 2029.
