Description
The City seeks one or more agencies to recruit, screen, place, and manage qualified temporary personnel on an as-needed basis across municipal departments. Assignments may be short-term, long-term, seasonal, project-based, or temp-to-hire, covering administrative and clerical work, customer service, general support, custodial and facility cleaning, accounting and payroll support, IT support, maintenance and general labor, and project or change management. Required screening includes criminal background, employment and reference checks, education or license verification, and drug screening. The agency will handle employer-of-record responsibilities, including payroll, taxes, workers’ compensation, and unemployment insurance; provide replacements when requested; and submit monthly operational and financial reports and invoices. Proposers must price every required job classification using the provided rate form and submit a proposal organized into five chapters covering intent, experience and qualifications, staffing and key personnel, methodology and technical approach, and cost. Required submission materials also include specified City forms, a certificate of insurance, and financial statements or other evidence of financial capacity. The initial contract term is two years, with up to three one-year renewal options. The City states that no budget is disclosed.
