Description
This is a presolicitation notice for electrical testing, inspection, calibration, adjustment, cleaning, and repair of the Hampton VA Medical Center’s power distribution equipment. The scope includes medium- and low-voltage switchgear, circuit breakers, transformers, protective relays, meters, and associated equipment. The contractor will provide labor, materials, equipment, and portable power; coordinate outages; and perform testing during a coordinated nine-consecutive-day period. Work is expected primarily outside normal business hours. A repair-parts line item is capped at $50,000, with payment based on actual costs and prior written approval required to exceed the cap. The testing organization must be independent of equipment manufacturers and suppliers, meet the stated NETA membership criteria, and demonstrate at least five years of relevant organizational experience. Work must be supervised by a Professional Engineer, and field personnel must meet the specified certification and experience requirements. The proposal package must include proof of membership and experience, personnel names, certification numbers and resumes, a technical quotation, and pricing. A comprehensive inspection and testing report is due within 30 calendar days after testing concludes. This notice is a presolicitation; the attached notice does not provide the full proposal instructions or submission method.
