The University of Southern Mississippi seeks lump-sum proposals from qualified commercial flooring contractors to replace the existing carpet on the third floor of the Joseph Anderson Cook Memorial Library. The scope includes field verification, moving and protecting movable furniture, removing and disposing of existing carpet and base, preparing and testing the floor, and supplying and installing new carpet, wall base, transitions, and accessories. The contractor must provide labor, materials, equipment, supervision, protection, cleanup, and related work for a complete installation. The basis of design specifies Kinetex textile composite flooring and Roppe 4½-inch rubber wall base; substitutions are not allowed. Bidders must meet the stated flooring-contractor qualifications, including FCICA membership and/or CFI certification, at least five years of similar commercial installation experience, and three references. The bid package must include the proposal form, qualifications and references, Certificate of Responsibility Number, any statement of deviations or exceptions, and required bid security. A mandatory pre-bid meeting is required to submit a proposal. Work may begin on or after December 11, 2026, and must be completed by January 15, 2027. A two-year installation warranty and attic stock equal to 10% of the installed flooring quantity are required.
