The Stanislaus Council of Governments is seeking a qualified architectural firm, serving as prime consultant, to convert the former teller area at its 1407 I Street facility into a Policy Board meeting chamber and make associated improvements to the surrounding office space. The approximately 9,420-square-foot occupied commercial building requires programming, existing-condition verification, code analysis, schematic design options, phasing, design development, construction documents, permitting and bid support, construction administration, closeout, and warranty services. The team must include architecture, structural, mechanical, plumbing, electrical, fire protection, civil, accessibility, and independent cost-estimating capabilities. The proposed boardroom must accommodate the Policy Board, staff, presenters, and the public, with consideration for public seating, a dais, podium, accessibility, acoustics, assistive listening, interpretation, and operation while staff remain in the building. Proposals are qualifications-based and must include a 30-page technical proposal, separate phase-based cost proposal, and the required proposal, insurance, financial-interest, reference, exceptions, and federal-certification attachments. The solicitation requires three comparable public-agency references and signed federal certifications from the proposer and each subconsultant.
