Description
Hanover Borough is soliciting bids for the Re-Bid Eisenhower Drive Signalization Upgrade Project at the Eisenhower Drive and Home Depot Driveway intersection. The work includes removal of the existing signal system; installation of signal poles, mast arms, luminaires, LED signal heads, a controller assembly with battery backup, accessible pedestrian signals, radar detection, optical emergency preemption, electrical service, junction boxes, underground conduit and cabling; traffic control signs; and thermoplastic and painted pavement markings. The contractor must furnish labor, equipment, materials, and appurtenances, while the Borough will pre-purchase certain signal supports, pedestrian stub poles, and luminaires through a COSTARS contract. The contractor must be PennDOT-prequalified, and the traffic signal installer must be PennDOT-prequalified. Work must comply with PennDOT specifications, prevailing-wage requirements, traffic-control and safety requirements, public-works employment verification requirements, and applicable nondiscrimination and utility-protection laws. A 10 percent bid bond or certified check is required, and successful bidders must provide performance and payment bonds equal to 100 percent of the contract price. The work must be completed by January 20, 2028, with liquidated damages of $500 per calendar day thereafter. Electronic bid documents must be uploaded through PennBID with the online bid form.
